He was born on August 01, 1958
In 1980 he graduated from the Perm Higher Military School, Faculty of Aircraft control system. In 1986 has graduated from Moscow Military Academy named after F.E.Dzerzhinskii with Engineer-Researcher qualification on specialty "Complexes of command devices and system of navigation".
Since 1984 Vladimir Ivanovich passed military service in the Space Forces of Russia as the engineer of spacecraft’s testing group. Since 1986 continued service at the Baikonur Cosmodrome in a position of the engineer-tester, he connected his activity with carrying out flight tests and working off flight technical characteristics of SRC "Zenit" and complexes of spacecrafts “Celina”, “Yenisei”, "Resource", "Meteor", "Ocean".
Since 1995 has headed the leadership in calculations of preparation and launch of LV "Zenit" and "Cyclone".
During creation of SRC "Zenit" and LV "Zenit M" and implementation of Land Launch program Vladimir Ivanovich was the chairman of a number of the commissions on carrying out autonomous and joint docking and complex tests, the vice-chairman of the interdepartmental commission on working off ED to SRC and its components.
During the period from 2008 to 2016 he successfully worked at positions of the chief of complex department of Land Launch project, the head of department of coordination of works and ensuring starts of SC, the deputy head of operation department and department of launch complexes of Federal State Unitary Enterprise “TsENKI”.
V.I. Shchigolev is an honored tester of the space equipment; he is awarded with certificates of honor and distinctions of the Ministry of Defence, Federal Space Agency and Federation of astronautics
Since 2016 works as Cosmodrome Chief in LLC S 7 STS
